Welcome to the DBHR SUD Prevention and MH Promotion Online Reporting System

DBHR is excited to announce the release of the new online reporting system, known as Minerva.

Continuing in our theme and in an effort to avoid acronyms, we are calling the new system Minerva”. This is the Roman Goddess who is equivalent to the Greek Goddess Athena.  Minerva is the “Goddess of a thousand works” known for intellect, wisdom, science and inventor of numbers.

This page is your one-stop-shop for getting the references and information you need to get started in this new system.

Getting Started with Minerva

Q: I'm new to DBHR and I don't have an Athena account or a Minerva account. What do I do to get started with Minerva?

A: Please follow these steps. Note: this is a three-step process that may take up to five (5) business days to complete.

  • Step 1: Register with the Athena Forum here
  • Step 2: Register with OWL-E Learning using instructions shared with you when your Athena registration was confirmed.
  • Step 3: Take the Minerva On-line Training by viewing either the on-line CPWI training or the on-line training for our Tribal partners.
  • Step 4: Complete the Minerva New User Survey at the end of the online training.

Q: I already have an Athena and OWL-E Learning account, but not a Minerva account. What should I do next?

A: If you already have an Athena and OWL-E Learning account but need an Minerva account, please complete Step 3 and Step 4 above.

What to do if you get stuck?

  1. Refer to the Minerva Online Reporting User Guide above to see if you can determine and resolve the issue.
  2. If you are not able to find a resolution in the guide, or if you have found an error (bug) in the system functioning, submit a Help Desk Ticket by clicking on your name in the upper right corner – then select “Help desk Ticket”.  Or you may submit your question by phone 1(844) 385-3653.

Schedule for TA calls:

If you have completed the training provided and have been assigned a user login, you may join the TA calls.  TA calls are an opportunity for you to get assistance on your data entry. Questions will be taken in order submitted and based on priority of issue.You are also welcome to listen into the call to learn from others.
